Westchester County Airport (ICAO KHPN, IATA HPN) sits just outside White Plains, close to the Connecticut state line, and it serves Westchester County, Greenwich and the rest of Fairfield County, and the northern suburbs. For travellers based there, it removes the most frustrating part of flying private into New York: the drive across the Hudson or through Manhattan to reach an airport on the other side of the metro.

What makes Westchester County Airport different

Westchester is a mixed-use airport. Unlike Teterboro, which has no scheduled airline service, HPN has a commercial passenger terminal with airline flights alongside a busy business aviation side. It is owned by the County of Westchester and run for the county by a private airport management contractor, according to Wikipedia.

For a private passenger, the airline side barely matters day to day: you use a private terminal operated by a fixed-base operator (FBO), not the airline terminal. What matters more is the airport's relationship with its neighbours. Westchester is surrounded by affluent residential communities and a reservoir, and over decades the county has adopted a set of limits and voluntary programmes that shape how and when aircraft use it.

The voluntary night restraint

The best-known of these is the Voluntary Restraint From Flying programme, often called the voluntary curfew. According to the county's noise abatement page, operators are asked to refrain from flying between midnight and 6:30 a.m. every day. It is not a legal curfew, and the county is careful to say so, but operators generally respect it, and it is part of the airport's noise management along with a network of noise monitors around the field.

For planning, the practical effect is simple: late-night arrivals and very early departures at HPN are best avoided. If your schedule has you landing after midnight, we will usually suggest either an earlier departure from your origin or a different New York airport for that particular flight.

The terminal passenger cap

Westchester also has long-standing limits on the commercial terminal, including a cap on the number of airline passengers that can be handled at peak times. These limits apply to airline operations rather than to private flights through the FBOs, but they help explain why the airport has stayed relatively calm compared with the big three New York hubs, and why expansion proposals are closely debated locally.

Runways and aircraft that suit HPN

Westchester's main runway, 16/34, is about 6,549 ft long according to OurAirports and Wikipedia, with a much shorter secondary runway. That is enough for light, midsize, super midsize and most large-cabin business jets on typical days. As with any airport, the operator checks actual performance for the weather, the aircraft's weight and the runway in use.

Where runway length starts to matter is on very long sectors. A heavy ultra-long-range jet fuelled for a transatlantic or South American flight needs more runway than one flying to Florida. On a hot summer day, or with a full cabin and baggage, the operator may recommend a different departure airport or a technical stop for the longest routes. Westchester's catchment is one of the wealthiest in the United States, and the passenger mix reflects that.

Hedge fund and corporate travellers. Greenwich and Stamford are home to many investment firms, and corporate headquarters are scattered across Westchester and Fairfield counties. For executives who live and work north of the city, HPN is on the doorstep.

Families with homes in the suburbs. A family flying to Palm Beach for the winter or to Nantucket for the summer can be at the airport within minutes of leaving home, with no bridge or tunnel in the way.

Travellers to Connecticut and the Hudson Valley. Visitors heading for Greenwich, New Canaan, Bedford or the Hudson Valley often find HPN more convenient than Teterboro, even if the flight lands a few minutes further from Manhattan.

Discretion-minded clients. The smaller, quieter scale of the private terminals appeals to clients who want to arrive and leave without attention.

Getting to and from Westchester County Airport

The map above shows the driving route from central New York. For Manhattan, that drive is longer than from Teterboro and heads north on the parkways and interstates rather than across the Hudson. For Westchester and Connecticut, it is the reverse: HPN is close and Teterboro is the long drive.

Both airports serve New York, and they are only about 21 nm apart by our data, but they serve different parts of the region.

Other factors can tip the balance. Teterboro has no airline traffic and a very large pool of based aircraft, but it also has a strict operating-weight limit and heavy traffic at peak hours. Westchester is calmer and closer to the suburbs, but its voluntary night restraint makes late arrivals awkward. JFK is the third option, around 26 nm from Westchester by our data. It is the major international airline gateway and is rarely the first choice for a private flight, but it can suit the heaviest aircraft or connections with airline flights.

Westchester's busiest periods follow the same rhythm as the rest of the New York market, with a suburban twist.
