Saudi domestic charter: what changed in 2025
For years, domestic charter flights within Saudi Arabia, such as Riyadh to Jeddah, were largely restricted to Saudi-registered operators. That changed in 2025. The General Authority of Civil Aviation announced in February 2025 that it was removing cabotage restrictions on foreign on-demand charter flights within the Kingdom, with effect from 1 May 2025, as reported by the Saudi Press Agency. Foreign operators must apply for permission and meet GACA's requirements.
For travellers, this widens the choice of aircraft for domestic routes like Riyadh to Jeddah. More operators can bid for the flight, which can improve availability during busy weeks. It does not mean every foreign aircraft is automatically cleared: the operator still needs the right authorisations, and we check those before we present an option.

When to book: Riyadh's calendar and seasons
The Saudi calendar affects private aviation from Riyadh more than in most cities, because several of its key periods move each year.
- The cooler season (roughly October to March). This is Riyadh's busiest time for events. Riyadh Season, the city's large entertainment festival, usually runs through the cooler months, and major conferences such as the Future Investment Initiative are typically held in the autumn. Demand for private flights in and out of the capital rises sharply.
- Summer (roughly June to September). With extreme heat in the city, many families travel abroad, and long-range flights to London and Europe peak.
- Ramadan and Eid. Ramadan follows the Islamic lunar calendar, so it moves about 11 days earlier each year. Travel patterns change during the month, and the Eid holidays that follow are among the busiest travel periods of the year.
- Hajj season. During Hajj, the Jeddah region is extremely busy, which can affect flights on the Riyadh to Jeddah corridor.
